Position Summary: The Senior Capture Manager leads end-to-end capture efforts for strategic opportunities, primarily within federal and defense markets. This role drives capture strategy, competitive positioning, solution development, and proposal readiness to increase win probability and support C5MI’s growth objectives.
The Senior Capture Manager partners closely with business development, delivery leaders, technical SMEs, and executives to shape opportunities early, influence customer requirements, and develop compelling, differentiated capture strategies. This position requires strong leadership, disciplined capture management, and the ability to operate in fast-paced, high-visibility environments.
Essential Functions and Responsibilities:
- Leads capture lifecycle for Qualified Opportunities through Contract Award; develops comprehensive win strategies aligned with customer needs and C5MI capabilities.
- Supports Business Development (BD) with up-front positioning of C5MI Offerings in marketplace, receives hand-off after Gate 2 (Pursue) and coordinates, manages shaping for Opportunities in Pursuit, and coordinates down-stream with Proposal Center during Prepare-to-Bid Phase, ensuring full proposal team readiness prior to RFP Drop.
- Develops and executes capture strategies and supports customer engagement, maintaining call plans and action trackers to ensure disciplined execution.
- Participates in all gate reviews and Leads Gate 3 (Bid) review; performs readiness assessments and executive briefings throughout the capture process.
- Shapes opportunities by engaging early in BD, including customers, partners, and key stakeholders, and by aligning C5MI capabilities with customer mission needs.
- Partners with BD Executives to perform competitive analysis, customer assessments, price-to-win assessments, and risk evaluations.
- Identifies and builds winning teams, including strategic partners and subcontractors.
- Partners with BD in estimating B&P budgets and securing internal funding approvals, and updates B&P budgets based on refined scope and proposal requirements.
- Partners with technical teams to develop solution concepts, pricing strategies, and teaming approaches.
- Collaborates with Client Account Leads (CALs) and SAP, supply chain, and digital transformation experts to develop the initial solution concept and finalize the technical solution.
- Engages with BD and Proposal Center to develop proposal strategy, including win themes, discriminators, solution approach, and Price-to-Win (PTW).
- Supports proposal development by ensuring alignment between capture strategy, solution, and proposal content; identifying and assigning the proposal manager and core team; and helping develop a rough draft proposal outline and initial content framework.
- Assists the proposal team in planning color team reviews (Pink, Red, Gold) and creating a notional proposal calendar.
- Helps establish proposal infrastructure, including templates, tools, and collaboration platforms.
- Maintains strong communication with leadership on pipeline health, gate forecasts, capture status, and strategic priorities.
- Ensures capture activities follow C5MI’s process discipline, audit readiness, and continuous development mindset.
- Prepares executive-level presentations, decision briefs, and capture status updates.
- Maintains strong customer relationships and represents C5MI at industry events, conferences, and meetings.
- Mentors junior capture and business development team members.
- Ensures compliance with federal acquisition regulations, internal processes, and quality standards.
Minimum Requirements:
- Bachelor’s degree in business, public administration, or related field; advanced degree preferred.
- Minimum 5 years of experience in capture management or related disciplines (e.g., Acquisitions, etc.) within federal contracting (DoD or FedCiv).
- Proven experience supporting captures and proposals for opportunities valued at $10M+.
- U.S. Citizenship required; ability to obtain and maintain a government security clearance.
- Familiarity with federal procurement vehicles (IDIQs, BPAs, GWACs, OTAs).
- Strong understanding of federal acquisition processes (FAR/DFARS) and procurement lifecycles.
- Ability to develop and execute capture and proposal strategies.
- Experience developing capture strategies, win themes, competitive assessments, and teaming strategies.
- Ability to lead cross-functional teams and influence stakeholders at all levels.
- Strong analytical, communication, and executive presentation skills.
- Demonstrated ability to manage multiple high-priority pursuits simultaneously.
- Excellent interpersonal, communication, and presentation skills.
- Strong analytical and organizational skills with attention to detail.
- Ability to work independently and collaboratively in a fast-paced environment.
- Proficiency in Microsoft Office Suite and CRM tools (e.g., Salesforce).

- Experience and contextual knowledge of Program Management and/or Delivery of Federal Contracts.
- Experience in digital transformation, supply chain, SAP, or advanced manufacturing environments.
- Existing relationships within DoD, federal agencies, or major government integrators.
- Experience with Shipley or similar capture/proposal methodologies.
- Master’s degree (MBA, MPA, or related discipline).
- Experience supporting proposal development, color team reviews, or solutioning activities.

Compensation:
In accordance with pay transparency law, the expected salary range for this position is $189,675 – $215,000 annually. The actual compensation offered will be determined based on factors such as the candidate’s experience, qualifications, skills, and location. We are committed to fair and equitable compensation practices. This posted range reflects our good faith estimate of the compensation we reasonably expect to offer for this role at the time of posting.
