Position Overview: Serves as the primary Contractor point of contact (POC) for all contract performance, responsible for overall supervision, management, and execution of DLA Distribution operations at NBSD (wholesale) and NBC-North Island (retail). Ensures 100% compliance with PWS, sPWS, TE 5.0 APLs, and DLA Distribution SOPs in a constant-audit environment. Oversees 109–123 FTEs (Y1–Y5 scaling), productive hours utilization, surge/COOP activation, and interface with KO/COR/ESOC.

Key Responsibilities:

  • Direct all functional areas (receiving, storage, inventory, shipping, transportation, quality/safety).
  • Maintain audit readiness for IPA process audits and inventory accuracy.
  • Activate surge playbook (PWS 5.19) and COOP/MECS
  • Manage on-call roster, emergency MRO response, and ESOC escalation.
  • Oversee training pipeline (65%/90% milestones) and competency sustainment.
  • Ensure CBA/SCA compliance, relief factor and badging lead-times.

Required Qualifications:

  • 20+ years U.S. Navy/USMC supply chain leadership (e.g., former SKCM/LSCM advancing to LDO Supply Corps Officer).
  • Deep San Diego experience: Command-level oversight at NBSD/NBC-North Island, FRCSW aviation logistics, and ship-to-shore pipelines.
  • Bachelor's degree (Business/Logistics preferred); Secret clearance.
  • Proven DLA/DSS/WMS expertise, including FRAGO/SOP implementation.
  • Must have an Active secret security clearance for this role

Compensation:

In accordance with pay transparency law, the expected salary range for this position is $132,800 – $180,000 annually. The actual compensation offered will be determined based on factors such as the candidate’s experience, qualifications, skills, and location. We are committed to fair and equitable compensation practices. This posted range reflects our good faith estimate of the compensation we reasonably expect to offer for this role at the time of posting.
